Zakat = 2.5% of your net zakatable wealth (total zakatable assets minus debts owed), but only if that net wealth meets or exceeds the Nisab threshold and has been held for one full lunar year (hawl).
Nisab is the minimum wealth level that makes Zakat obligatory: 87.48 grams of gold, or 612.36 grams of silver, valued at current market prices. Most scholars recommend using the silver Nisab, since it's lower and extends the obligation (and its benefit to recipients) to more people.

Yes — debts and liabilities due (or due within the year) are generally deducted from your total assets before comparing to the Nisab and calculating the 2.5%, since Zakat is owed on net wealth, not gross assets.
No — your personal residence and other personal-use assets (car, furniture, clothing) aren't zakatable.
