It's a simplified body-fat estimate using only body weight and abdominal circumference (measured at the navel), replacing the older neck-and-height tape-test method for most soldiers.
Measure around the waist at the level of the belly button (navel), relaxed, at the end of a normal breath. Take the average of three measurements for accuracy.
Retention limits apply to soldiers already serving; accession limits apply to applicants joining the Army and are a few points higher for men, reflecting different fitness expectations at entry versus during a career.
It's the Army's own official simplified method, but like all field body-fat estimates it carries some margin of error compared to lab methods like DEXA scanning.
